Expansion tank cold, no heat in car

Expansion tank cold, no heat in car
hi
now this. i didn't check at starting the engine, but i think the big fan on the front is constantly on. (not sure)
the expansion tank is ice cold, seemingly there's little movement i didn't check that either. the big tube (upper hose?) behind the radiator is hot.
there's no heat in the car (i live in socal so it's not big deal but some late nights at winter it'd be nice to have heat)
how to make sure it's the thermostat, or what else can it be?

The fan usually will be on when the vehicle is stationary and/or idling. Is your car usually running hot? Are you leaking any coolant? There are several possibilities as to why you aren't getting heat. I'm assuming you are getting air blowing in the car but it just isn't hot.
