The CLR didnt do much. steal wool and polish for the outside and heavy duty scouring pads for the edges and inside. Then clean them and put some chrome polish on the outside. Let it dry like wax and buff it out with a clean cloth

I recently did mine, and the outside is chrome, but the inside is stainless. Stainless you can polish, but once you scratch chrome it is scratched forever, so I'd be careful with what grade steel wool you use. The answer to your original question - if you have not already answered it by cleaning, is that yes, your chrome is still under there. Not many cleaners handle baked on carbon. The only time you clean baked on carbon ususally is with oven cleaner. I tried it and it helped get some off. But I mostly used chrome/metal polish and #0000 steel wool - the finest grade. And even then I used it mostly on the inside. I would not scrub chrome too much with steel wool. All you really need to worry about getting clean carefully is that little lip of chrome where it rolls in. Once that is clean, you can srub the stainless insides with steel wool all you want.
