This is a 15 amp fuse, so it will be blue. Here's a diagram that will help you locate fuse #47:

There is probably trash in the arms. You'll need two people - one to press the switch, the other to gently press the arms to the center so they will start moving again.

Just to make sure, are you twisting the wiper control knob to set it to rain sensor/slow/high or pushing it in for a single swipe/wash?

First, check fuse #46 (the fuse box under the hood). If that's not it, does the washer work? If not, then you probably have a bad wiper/turn signal switch assembly. One thing you might try is to see if you can turn on the wipers with the turn signal on (left or right). If that works, then it's definitely a bad switch.

The part itself is around $100. You have to take the steering wheel, airbag, and "clock spring assembly" out to get to it. It's not crazy-difficult, but you have to be careful.

Here are the WIS docs, in order:

Airbag
Steering Wheel
Steering Column Module (a.k.a. Clockspring Module)
Steering Angle Sensor
Steering Wheel Adjuster
Cruise Control Switch
Steering Column Combination Switch (<- that's the part you need)

You mean the engine intake air filters? There are two - inside the main plastic engine cover.

There are no sensors on the air filters. Just remove the plastic engine cover, flip it over and you'll see some TORX screws to remove. The filters are under there.

You need a TORX driver. There are different sizes - I don't recall which size you need, maybe a 15 or 20? If you are going to do any work at all on the car, get yourself a set. THey look like this:
