If you just touch the stalk and move it off-center, you get three flashes for a lane-change feature. Cars have had this same function for years, but they would only flash one, requiring you to hold the stalk off-center for additional flashes. MBZ invented what is called "Touch Turn" which gives you three flashes of the signals with one tap of the stalk. Many makes have now duplicated that feature - BMW, Audi, Chrysler and GM.
If you move the stalk further off-center, it should eventually "click" and old in place, continually operating the signals. Once your turn is made, based on the steering wheel angle, the stalk will click back to center and shut off the signal. I know some cars (BMWs and Renaults) don't "click" in place, they have just detect how far you move the stalk to decide if you get just the lane change or the continuous flash.
If your stalk is not clicking in place, then you have a defective part behind the stalk, in the steering column. It's not terribly expensive, but it does require removing the airbag, steering wheel, and several other parts to replace.
