It's more a random guess, but do you by any chance has configured speed limit/warning to that speed (Instrument cluster Settings->Vehicle->Speed Limit (Winter Tyres))?

Ok, what do you mean by "flash"? Does instrument cluster say anything when you trying to exceed 74km/h?

Did you recently change tires (different tires size) or disconnect your battery? Do you have any error messages on instrument cluster? ABS/ESP lights?

I did change tyres yes .
I have changed the rear tyres. Insted of instaling 225/50/16 i have installed 205/55/16
But this happened before changing my tyres that were the oem requirement of 225/50/16.
No no engine code or fault nor yellow engine symbol

Hmm.... most common that problem occurs when you have different wheels size front to rear (due to different rotation speed) and you particular case when cruise works only up to certain speed is ideal for that explanation (greater car speed - greater speed difference between front and rear wheels)
I'd give it a try and test it with oem size front and rear tires/wheels.
Also I found one not very promising, but still worth trying tip:
Switch the engine. Turn on and off the ignition three times, remember no start. and system reset to normal. I think you have to do this with hard reset every time. As i have to do it.
Other than that I'd recommend to get good OBD2 scanner (for instance iCarSoft MBII) and scan for errors.

NO LONGER ACTIVE
Unless there is something specific to cars delivered in Turkey, MBZ does not have a limit to how fast cruise control can be set. Now, i did once have a Chyrsler PT Cruiser as a rental car and it's cruise control would not set above 85mph. It was quite annoying.
