It "can" be correct. You'll need a pyrometer to confirm. Take the car out on track day, after some warmup laps, stop the car immediately (no cool down lap), check the tread temps on the outside (about an inch from the edge), the center, and the inside (an inch from the edge). You want the center tread temperature to be the average of the two outer temperatures. Do the same thing at all four corners.
Notes: Without a pit crew, the best you can hope for is to check one axle at a time. The tires cool off too quickly to get all four done by the driver. All four tires will never record the same temps. Ever. Don't waste your time trying.
Lastly, 38 was correct for me last summer with a pair of Conti Sports. I checked.
