These have two coolant tanks cause I have a black one to the left?

Black = radiator expansion reservoir, white = intercooler radiator expansion tank.

The intercooler expansion tank is very low, do I put fluid in it and if so what type? I noticed the regular radiator fluid is green and the intercooler fluid is clear. Thanks.
