Fog light not working after replacement

Fog light not working after replacement
I followed this DIY:

to replace the drivers side fog light as the glass, as well as the bulb, were both cracked and not working at all. The dash never gave me an error about a bulb being out, but I went ahead and replaced it anyway. Finally got it out, hooked up the new fog light + bulb and it's not lighting up. Tried switching the black & red leads multiple times and nothing. My guess is that either a fuse is out or the connectors are gone. Anybody know what the problem might be?

As a side note, there was alot of moisture behind the bulb either from the cracked lens or the seal wasn't tight enough, so I'm guessing that something through the connector??

Just used a voltmeter to test the connector leads and I am getting around 11.1V, at all times. Even if the car has no key in it and has been off for a day, there's still ~11.1V running to the fog light connector. Is this draining my battery or is it supposed to be like this??

Nevermind, I got the car with broken fog lights and did not know how to operate them properly lol. Read through the manual and figured it out.
