and will all the oil in the dry sump tank come rushing out it one removes the housing to replace the filter?

Yes the yellow stripe cap is the filter. So, no not all of the oil will rush out, but a good bit will. You will need to drain the reservoir first, then the drain plug, and filter housing. About 7.3qts total
