Testing the preglow relay

Car 1987 300TD. Problem - the glow plug light does not go off until about one min after the key turned to "on" position. It would went off after several seconds about couple weeks ago before the battery went dead. Ambient temperature is 70F. I tried to wait 10-20 seconds and start the engine - no go. Tested the voltage at one of the glow plugs - starts at about 9.6V and goes up to ~ 10.4V. All glow plugs test 0.6 Ohm. Question, can the glow relay be "weak"? Anyone can lend me his spare relay just to try? I am in Los Angeles. Thanks
