non return valve

HI People.
I have a vehicle with an mb om647 CRD, similar to those in sprinter vans and ML270.

Does anybody know the purpose of the non return valve A6110780249
on top of the fuel filter.
Long story short, after replacing every O ring, injector pump resealed, lift pump resealed, fuel lines replaced, I have been chasing air in my fuel system for eight weeks now.
I had a thought the valve could the problem right back at the start and replaced with a new one. To find out tonight its still the problem.

My question is- Can the valve be bypassed and a cap put on filter and fuel system still function.
I have attached a photo with the cap on filter but the bypass not set up yet.
