Help identifying turbo problem - Mercedes Vito 108CDI (1999)

Cool Help identifying turbo problem - Mercedes Vito 108CDI (1999)
Hi everyone
My Vito has recently started losing power and is struggling to get up hills. The tachometer isn't working but it doesn't sound like it's revving high and I can't hear the turbo spooling
Ive attached a video of the boost guage running at full throttle.
Any ideas for trouble shooting?

2012 S350 Bluetec 4MATIC; 2011 ML350; 2005 C230k;
Check for the air leak between turbo and intake manifold. If there is no leak, check turbo actuator.

look for air leaks past gaskets, actuator of course and fist step is hooking up a boost gauge. No boost, no power
