2007 om642 low rail pressure 400 psi

2007 E320 W211 Bluetec
2007 om642 low rail pressure 400 psi

History: rough starting... got worse over time. Then no starting...
found water in the fuel filter twice. Car would stumble start but not run.

Pulled injectors and cleaned them. Nozzles were plugged.
Put it back together and I made it worse... Now it won't stumble start.

I took a rail pressure reading and it was low. I also pulled an injector and hooked it up outside the hole and it would not spray.

I could some guidance if anyone has ideas.
