That is the bleeder valve for the filter. It looks like someone cut the valve off the filter and reattached it with that hose, probably to make it easier to use without making a mess. It doesn't connect to anything.

I did some more research and found that it could be:Fuel Feed Line (to high-pressure pump)
  • Sends clean, filtered fuel to the high-pressure fuel pump (HPFP) or injection system.

    Can you shine some lite on this?

I think you will find my answer is correct. The two metal elbows are the inlet from the tank and outlet to the high pressure pump

Besides, the car wouldn't run if one of them wasn't hooked up. (or is that why you're asking?)
