Recently my soft top hydraulics have developed a very loud whining noise when opening and closing. The last time I tried to open it, the top opened half way then stopped, after playing around a bit I eventually got it closed.

Would hydraulic fluid be low or has the hydraulic pump died?

There is a lot of information online giving instructions on how to access the hydraulic system for the C208 & C209, but I have not found anything on the A207.

Any suggestions or advice are welcomed.

Noise and slow operation is usually a low fluid issue but could also be a failing pump. I'll look up tomorrow where the system components are in a 207, I actually haven't worked on one short of adjusting the rear cover due to noisy latching.
