What is this chirping/squeaking noise?
I have a strange intermittent chirp/squeak coming from my back drivers side tire that seemingly only happens on the highway at low speeds. Happens without braking which makes it strange.

What are you expecting anybody to hear with all that road noise and wind blowing into the microphone? That's all I'm hearing. I listened to it twice, but between all the background noise I heard no chirping or squeaking.

To be fair, it's probably kinda hard to record something like that if it only happens at speed and it's outside of the vehicle. I actually could hear the squeaking noise in my headphones; it sounds like metal-on-metal squeaking, but I have no clue what it is. This seems like a qualified mechanic situation.

I can't hear squat, except mass wind noise.
You could try loading/unloading the suspension and parts, subframe too, to see if you can force the noise. If you hear anything or not the result will likely be same, which is you still don't know what the cause is. So you could skip all that and spray lube on all the moving parts. Lots of moving parts in there, so I guess WD-40 or maybe silicone spray? Silicone is really only for the rubber parts, like the bushings, but it will temporarily quiet metal squeaks.
It could be the brake too, maybe the caliper is bound up and dragging a pad, and that general speed range is just right to get it to squeak. If you can make it squeak steady then I'd very lightly apply the brake to see if that makes it go away.
