Any way to test a headlight ballast?

So I had been having some headlight issues...
the right headlight started to work intermittently and now has ceased to work at all.
Low or High beam.
Left headlight is fine.
I swapped bulbs from right to left and no difference. So bulb is not the issue.
I was going to try and swap ballasts, but I was only able to remove the right ballast. The driver side does not have as much access due to the wiper fluid reservoir.
Is there a way to test it at all? Maybe with a multimeter?
The connector looks pretty gnarly to me, safe to say this is the problem?
Any ideas? Otherwise, I will just order a replacement and cross my fingers.

Left light out
removed old ballast, need to remove bottom cover held by nuts 5/16th if I recall correctly, and ballast held with 2 T20 torx.

Success! Lights aren't blue, they are white, but burn blue first few seconds upon turning on.
