High speed fan setting for AC Blower Motor isn't high enough. Any ideas?

'95 E300D, '92 300TE, 99.5 Golf TDI
High speed fan setting for AC Blower Motor isn't high enough. Any ideas?

In my '92 300TE the low speed works and in auto it blows at around a medium speed, but in high it's the same as auto which does not blow the cold air fast enough to cool the car effectively. Is there a switch that goes bad that controls the blower fan?
