Blower Motor or Regulator
Hi, I have a 1990 300e and the heater/ac is not blowing air. I can feel the heat and hear that something is on, but air is not blown through the vents. I tried selecting the full white up/down arrows, half white and EC buttons to no avail. Also tried changing the speeds from low, auto, and high to no avail.
How can I test to make sure what needs to be fixed?

You said "something is on". I can't think what would be running besides the blower. Is the blower running but nothing is coming out? That would probably be a defective damper. Very difficult fix. I assume you've checked all the fuses?

I looked in the fuse box and did not see one labeled for the heater/ac blower. Did I miss something?
I cant tell what is turning on... it sounds like a low hum and doesn't change sound with different speeds selected.

The hum could be your regulator that is fried. There are several locations for fuses, I think. There is a box in front of the main box, I'm told. If you have the owner's manual that should help. I never have seen a manual for my car.

Yes, the device that controls the blower speed. I think it's more likely that there is an issue with the blower motor itself which is why I think you should start by accessing the blower to see if it turns or is stuck. The regulator is likely very expensive and I don't know where it's located. I guess if you find it you can check to see if it puts out 12 vdc when you select the "High" fan speed. If not, it could be bad. I think that it always runs the fan on high speed regardless of other conditions when you select high, as opposed to "Auto" which waits for the heating water to warm up before modulating the fan speed. My fuse box cover indicates that the blower fuse is in the "Outside" fuse box, wherever that is.

That will be my project tonight. 
My fuse panel says that its fuse #7 (if I recall) inside the main box... but it doesn't explicitly say it's for the heater or ac blower. It says climate control, but also lists about 10 other things this one fuse is used for.
