1991 300E CA. version vs. '49 state'

I live in MD. and am considering buying a super low mileage Cal. version 1991 300E. Can this car be re-tuned to 49-state settings or am I stuck with the 'de-tuned' smog CA settings?
How different are these set-ups and what is involved in changing it so it gets better mpg and hp?

1993 Mercedes 300e 4-matic (m103 motor)
I know the cali cars have a check engine light, but only illuminates if theres a problem with the exaust system, I'm also pretty sure a sport exaust would make it like the regular cars.
