They will be de-chromed, My Buddy works for a machine shop/powdercoating place and they will be mildly media blasted, then silver powder coated in the centers..
I've tried that before and it doesn't work unless you just want to etch the chrome so it can accept paint. You have to acid dip them to get all the chrome off. Powder coating comes out really ugly unless the wheels gets stripped from the chrome and polished first. I powder coated black a set of M contours for a e36 ( I neglected my w124, Sorry!! ) and they came out decent but not better than paint and clear coat. So my advice is to keep the lip chrome and paint the centers.
