FUEL MIXTURE ADJUSTMENT

I'M TRYING TO DO THE BOSCH KE3-JETRONIC MIXTURE ADJ. I USING PIN 2 GROUND AN PIN 3 TO CHECK WITH METER.WHEN MOTOR IS AT TEMP.AT PARK POSITION I GET A READING OF 89% ALL THE TIME NO MATER WHICH WAY I ADJ. ALLEN SCREW CCW OR CW WHEN I REV THE ENGINE TO SAY 2500RPM WHEN I TAKE MY FOOT OFF THE GAS IT GOES FROM 50% UP TOO 89% THEN STABALIZES AGAIN ANY SUGGESTIONS ALL READY CHANGE IDLE CONTROL VALVE AND HOSES SEEMS MY IDLE IS STILL VERY LOW AROUND 490RPM TO 500RPM AT IDLE I THINK IT SHOULD BE HIGHER AROUND 650RPM AT IDLE.

sorry for the caps

basically can't adj. duty cycle always stay the same around 90% after the car is at temp.in park adj. allen screw ccw or cw at the lamba control reading pin 2 to ground and reading pin 3 on x11 plug.only time i see a change is when i ref thr rpm up to lets say 2500rpm then take my foot of the pedal reading reads about 50% hen gradually goes up to 90% the stays there at idle again i have changed my idle control valve and hoses to them just seems as though my idle is way to low around 450 to 500 in park

replaced o2 sensor

i replaced the o2 sensor everything works great now i set the mixture to around 50% car runs smooth
