Full throttle no 3rd to 4th upshift?

Full throttle no 3rd to 4th upshift?
Hey, I recently noticed that when Im cruising at around 60-70mph and hit full throttle, it down shifts but when tach hits close to rev limiter it doesn't upshift and starts revving if it was manual waiting driver to hit next gear. 
. If I let off throttle slightly then it up shifts.
When driving normal it feels great, very smooth shifts. Doesnt matter cold or hot.
I have ck engine light which is speed signal code 20. Could this be related? Sometimes I notice irratic speed readings, like it bounces up and down slightly when accelerating normally.
Any help would be appreciated!
