NO "check engine" light on start-up..WHY ??

NO "check engine" light on start-up..WHY ??
My 93 300e recently started running like crap (hesitation,terrible gas mileage
,stuttering,stalling, etc). Before that she ran very good. While trying to diagnose problem I discovered that the 'check engine' light does NOT work. It does not even light up for three seconds like ALL the other lights on dash assembly. Also discovered that the under hood 16 pin coder does not give off any codes as well(NO blinks whatsoever)......Are these two connected in any way??? So i respectly request this forums collective assistance in getting my 'check engine' light And underhood coder back to operation..... THANKS everyone with advise....
