Melting Fuse W/Heater On

1987 E300 TD

I have a 1987 300 TurboDiesel. I was driving one day, and had smelt a burning plastic odor emitting from the car. I drive back to my house, pop the hood, open the fuse box. I had found where the burning smell had been coming from, the fuse that controls the blower motor.
The fuse did not break, it had simply melted the surrounding area where the bottom terminal for the fuse sits. I check the fuse and it is the correct amp/size.
The heater was working perfectly on the way home, until I had smelled that odor then it had died, due to the fuse not making contact with both terminals.
What could of caused this issue do you think? The relay near the blower motor perhaps?
(Note: Blower motor spins freely, and runs perfectly when connected to a 12v batt without issues.)
