First get a new shut off valve from ebay. Goes on the back of the IP. They are maybe $15.
Do you have the replacement vacuum pump? How many miles on the engine?

Look for the brown with blue strip vacuum hose that goes to the vacuum shut off valve on the top of the injector pump ( above the manual cut off lever under the air-intake). Ensure it is properly connected. It runs from the injector pump to the ignition switch via a hole in the firewall just above the brake booster and back to the vacuum pump itself or to the check valve on the brake boost vacuum tube and is the same color throughout.
If that does not fix the problem, then connect a piece of rubber tubing, the same size as the inflexible vacuum tubing, and connect it directly to the cut off valve on the injector pump and a known vacuum source - such as the smaller nipple on the vacuum pump itself.
If that does not fix the cut off the engine THEN get a replacement valve. If it does, then you need to chase down leak in the brown with blue stripe tube.
