89 300E Vickers PS pump

I recently replaced the seals on a Vickers power steering pump on an 89 300E. After assembly I have NO power steering. There are no noises from the pump when the engine is idling or rev'd. I was careful in making sure everything was put back together as I took it apart but obviously something is wrong. Does any one know of a manual or rebuild guide that shows proper orientations of the components? Anybody have any ideas on what would cause this? All the vanes looked fine and fit smoothly together. On the positive side, it doesn't leak. I've replaced seals on ZF pumps before and never had a problem like this.

Any help would be appreciated.
Regards,
Nathan Smith

Thanks pifcat2, I found the document on my manual CDs. I'll tare it down again this weekend and see if I can figure out what I did wrong.
