E300D outside temperature and cruise control - Two issues?

1995 Mercedes Benz E300 Diesel
E300D outside temperature and cruise control - Two issues?

I recently purchase a 1995 MB E300 Diesel, and everything works great except there are two issues, and I have a theory that they might be the same issue.

1. Outside temperature display - Sometimes this displays correctly, and sometimes it intermittently goes off, or toggles between the correct temperature and a temperature that is about 20 Deg F lower, or stays displaying the 20 Deg F lower temperature (for example, displays 65 when the temperature is about 85).

2. Cruise control intermittently won't engage at all, or when it does engage will sometimes work for the drive cycle, but sometimes will exit cruise for no apparent reason. When this happens, cruise seems to be lost for the drive cycle.

My theory: I think the two issues may be related, and have something to do with the hall effect speed sensor. When looking at wiring diagrams it seems like this sensor goes to both systems. My idea is that a problem with the speed sensor could be causing both issues.

My questions:

1. Has anyone seen this kind of behavior with the outside temperature display and/or with the cruise control?
2. Does my theory of the speed sensor make sense?
3. Any suggestions on how to troubleshoot this?
