Pressure Release Valve on Master Cylinder?

Pressure Release Valve on Master Cylinder?

I have the car jacked up right now and we've been able to get some of the brake fluid out but everytime we go to the back and release pressure the brake pedal doesn't go down like the front and only air will come out.

I only have one car to reference to and on it (1999 Crown Victoria) there is a pressure release valve that relieves pressure from the brakes. It comes off the master cylinder and is a little valve that you can twist.

Does anybody know if the 300E has this, if not do you know how to relieve the pressure from the brake lines so it will flow in a continuous stream?
