another frequent problem on my antenna failing to fully retract is the outer sleeve which prevents the mast from being expelled out frequently sticks or stucked at the bottom plastic of the mast.
my solution is to fold inward about .5-1mm of the stainless sleeve to prevent the bottom end of the mast from slipping into the sleeve and locking it tight
