E300d 1995 AC on in Eco mode?

I am having an issue with my AC. It works fine but is on constantly it seems on all settings.

Problem/Symptoms : AC will be on constantly even when I am using the heating or in eco mode. AKA the compressor seems to be running even when it not supposed to be. It doesn't kick off when hitting eco button.
1. Also when driving sometimes the compressor wil be on and off on and off within a span of several seconds.
2. Cold start temp on 85 deg. Eco mode auto climate control setting, Seems normal no ac or heat until it warms up. After 10 min or so then I get heat and is normal then I hear the evaporator release in the dash and feel colder air in the center vents.
​​​​3. Also the high speed rad fan never seems to kick on. (It works bc I tried unplugging the sensor by the fuel filter and the aux fan comes on high.

System was professionally done in 2018 and have had no issues till now after the car sat for several years.

Done so far:
I resweat the solder joints on about 1/2 of the KLIMA relay. Maybe I need a new one but I cant find any unless I message a junkyard.
New temp sensor near the fuel filter.
AC was just recharged (It was a bit low)
