No center vent air flow (1999 E320)

No center vent air flow (1999 E320)
My 1999 E320 has no center vent air no matter what. Am I correct in that the left and right vents always blow and are not ever shut off by the Climate control? I ran the flap test and get no changes at all in air control whereas my 1996 E300D does change from defrost to center vents, etc. when running the flap test. I also notice my vacuum pump under the seat runs all the time. I am coming to the conclusion I have a vacuum leak. (I do notice my locks work fine yet) Am I on the right track?
