I've Got A Few Problems
You can find lots of places online for body parts, electrical parts, etc. For the lower valance on the front bumper, try starting at http://shop.mercedesautobodypartstor...ement&s=1&my=1
Its only one spot to shop. Not sure what model E320 you have (sedan, wagon, etc) but if you try hard, you'll fine everything. Also, on Ebay, you can purchase CDs with manuals, parts catalogs, service info, etc. I bought some and they're worth it.
As far as the trunk light, not sure exactly what's going on. I do know that if you open the trunk and you DON'T want the light on, you simply have to grab onto the small grey light peg sticking out of the edge of the trunk lid (when you close the lid it pushes in and turns off the light) and if you PULL it out, it makes a click and turns the light off. Then when you close the trunk, it resets and keeps off the light until you open it again. Why yours is off all the time, I don't know.
Oooops. I just re-read your post. You were talking about the license plate light. That's a new one. Sounds like a short. Does the other light work? They should be on the same curcuit.

Bumper lip call the mb wrecking yards or oempartsdirect.
Dealer or bone yard will have the pig tails for the signal lights or any good auto electric shop.
H7 bulbs stock you can get at any auto chain store,or if you want more light
