power steering question
this just happened a few hours ago, so bear with me. 
the fluid level is fine, but the wheel is almost impossible to turn at low speeds or when the car is stopped. the wheels turn fine at slightly higher speeds. any ideas of what it could be? (besides the steering rack). oh and car is a 98 E320 with 205K.
