Harmonic balancer recall needs to have the vin checked by the dealer if it needed to be done on that production date model.
The inspection should include a check of all systems including the transmission.
Make sure everything works,dash pixels,lights,a/c.
Inspect the under carriage, bushings,ball joints, brakes.
$12,500 is a few grand to high ,private party cash deal you hold the cards and market is about $10500 tops.
they most likely have been offered dealer trade in of about 8K so a 10k offer is money in the bank to them.
Do all the inspections.
Don't be pressured to jump.
Get the price down,or leave your phone number and walk,the guy will call you when he figures out he is asking to much.

drove the car and got 19.8 MPG for 7 miles (in town, up-hill, freeway, and back in-town driving. is this typical?

did you get it inspected or just look for rust?The spring perches need to have the mastic peeled back and the spring welds inspected.Spend the money to get a ppi on it before you have problems.Offer him 10
