1999 E320
help needed with fan control

My 1999 E320 (168,000 miles) has typically run a little past the 80 degree mark on the temp gauge. Recently it started showing 90-95 and running hotter than usual, particularly in stop-and-go traffic or while sitting still. So far it has not reached 100. I changed the thermostat and the coolant temperature sensor. I can't get a simple answer from the dealer about the the radiator fan--is it two speed? All they will tell me is there is a fan control unit ($180) below the driver's side headlight that might be the issue. With the car sitting still the fan stops turning when I turn the climate control off. Any suggestions? Thanks.

With AC on, aux fans (in front of rad) will engage at ~95C at slow speeds; at ~95-100C fan clutch (behind rad) will begin to lock up at slow speeds.
