CDI Cold Start
Now the air temperature is below 4 degrees C my 2.2cdi will not not cold start. Above this temperature it starts easily and runs smoothly. I'm hoping problem is glow plugs. Any thoughts.

First thought may be glow plugs, but there may also be air in your diesel-system. Your glow plug light SHOULD light up if a glow plug does not work. My dad's 320cdi did not start on cold mornings because of air in the fuel lines.
If there is a burned out glow plug you should get it replaced right away or you make your problem bigger every time you use your car. worst case scenario is you have to open the whole engine to get the plug out. The glow plugs is connected to a black box on the driver side in the engine compartment where the arrow from component 210 points.

You can disconnect the plug to the glow plugs and measure resistance. If there is a failed glow plug you will see it that way. You can also connect a big charger with amperagedisplay and see if they all draw power.

I recommend always replacing all the glowplugs, otherwise it can happen you need to replace one after the other every few months. A real pain in the *** since on my car it requires removal of the inlet headers and more...
