probably LED strips
those are probably LED strips tacked on to the bottom of the headlights! a DIY that should be easily accomplished and you can tap in to the fogs.

just checked out some bendable, cuttable LED strips. As soon as I get some clear Xenons, I'm gonna try to make these. It would be kinda copying the Audi style, but the horshoe shape that they make on a w210 looks *******g sexy!

yes, you can get them at the "really ugly" store, they are usually next to the fake "amg" stickers. see if you can find some blue lights for underneath your car, that will match the look.

after thinking about how my car would look with the led's, I decided against it. Some nice clear xenons will do fine. The led's might look decent in the fog light area, to resemble the new stlye fog lamps. idk I'm always constantly trying to think of what custom things i could do with the car that would look nice.

Part of me thinks it actually looks cool and stands out. The other part thinks its ricey and copies the Angel eyes from BMW or the LEDS from Audi. That's just me though. Still looks cool.

Maybe if the LED strip was thinner and the lights only stood out a little bit.
