P0410 issue

P0410 issue
The car in question is a 1997 E420 with 204K miles and I'm having an issue with code P0410 (secondary air injection).
I hear the air pump running at cold start. Earlier I had an issue with a pending code (P0410) which I was not able to clear. The actual code popped up every couple of days. It always comes on when stopped at traffic lights etc. There is a slight stumble and then the CEL came on.
Vacuum lines seem to be fine. I have cleaned the filter on the valve relay. I also changed the 3 inch piece which has the 90 degree turn on the vacuum line that leaves from the relay and goes underneath the intake and to the back of the engine.
After changing the vacuum line, I was able to clear the pending code and everything was fine for a couple of days. But then came the CEL again. I can clear it with my scanner but it always comes back after a day or two accompanied by the same pattern: fairly cold engine, stopped at traffic lights, stumble for 2-3 seconds, CEL lights up.
