Help: Threw code P1630

Vehicle: 1999 E300DT

What Happened:
I was on a 350 mile trip on Friday and threw two codes. Once the codes were thrown, it seemed as though my turbo stopped working. I wasn't getting the "pep" out of the accelerator like I usually do, and I was blowing some black some when I accelerated hard. I was driving in 95 degree heat and stop-and-go traffic. The engine was running slightly (just a few ticks) hotter than normal when the codes registered.
Codes:
P1630 Drive Authorization
P0100 MAF
I'm pretty sure I just replace the MAF on the P0100 code. Can anyone offer some insight on the P1630 code? I heard this was the turbo solenoid? What do I need to do here? Thanks,

What's happened so far:
I haven't done anything to try to fix this problem yet. I've only used my Snap-On code reader to pull the codes. I'm not going to clear the codes until I get a better understanding of what's going on. The turbo IS working now and the car seems to be running normal. The check engine light is still on.
