It's not water in the fuel or bad fuel

Also, be sure to get the right one for your engine. They are designed based on engine displacement. If you buy just the insert, you'll need 5/6 point torx to remove the screws. However, you can get them out be gripping the edge with a small pair of pliers or Vicegrips.
