If the car wasn't causing any error messages (OBD) then changing the battery would not cause a problem. It is necessary to resync the sunroof and windows (express feature) after battery replacement which is described in the owners manual. But those have no effect on SMOG testing.
Is there maybe something he's not telling you??

You will fail a smog test if they are not ready .
So the computer does not reset itself at every start.
If the I/M monitors are not ready you will need several drive cycles to get them set or you will need to do a forced drive cycle procedure 2 times.
Did you have the car inspected?
Did you have it scanned for pending codes? Those are obd2 codes stored in the cars computer even if they tried to clear the light by unhooking the battery.
Pick up an obd2 scanner for about 50 bucks from harborfreight tools and scan for pending codes then go into the I/M section and check for ready status on o2,secondary air,cats, etc.
Most states allow at least one not ready ,some on older cars 2 not readies.
Cats and secondary take the longest to reset I/M monitors.
OBD2 scan it and post your results,very easy to do. takes 5 minutes.
So to sum it up,disconnecting the battery does affect smog test. You fail if I/M status not ready on over the amount allowed( most often 2 of them.)

Keep in mind that if you are waiting in a long line for the inspection, some car's o2 sensors cool down and might read not ready. Before you get out of the car, rev the engine a little to bring the temperatures up in the exhaust.
