Remote key issue -- ideas?

Remote key issue -- ideas?
Problem:
The key will unlock the doors but will not start the car. The key will not turn in the ignition. Battery replaced, no better.
The other remote works fine.
Any ideas to resolve other than spending $150 on a new transmitter?
Also, I see remote transmitters on E-bay that say they simply need to be reprogrammed.
Can I reprogram myself or does the dealer have to do it?

You should be able to resyncronize the remote that you changed batteries on. The procedure should be in your owners manual. Don't get ripped off on buying one from ebay. Chances are you can't have a used one reprogrammed to work on a different car.
