Question What's that noise?

So I was driving from work today, and I noticed this high pitch sound coming at around 3500 rpm. Same thing when the car is in park. I was driving to work this morning no issues. The only thing, last night, we had a big rain storm coming through, and some puddles had probably about half a foot of water. Can you guys please tell me what it can be?

I tried to use the throttle under the hood while in P, I couldn't hear the whining that good. Happens in D and in P. Didn't try in N.

It doesn't happen lower than 3500 rpm. And it's not like it's an on/off switch. Once it gets to like 3200 or so, the sound gradually increases.

Can it be a transmission?

That day when I posted (3 weeks ago), I went outside to check the noise again, and it was gone. I was driving up until today, and heard that noise again. Except now it was there all the time, except when the car is idling. Anything above around 1500 RPM, you would hear that noise. (I tried taking the belt off, and the whining noise was still there)

This happened as I was driving away from home, and the problem reoccurred about 5 miles of driving. Then after the traffic light it wouldn't shift from 1st or 2nd, (I didn't have time to figure that out). So as I'm rolling, I put the car in "N" and then put it back in "D" (thinking it would reset itself or something) it wouldn't even go after, just revs the engine. So I pulled over. Put it in "P" then in "R", nothing. "D", nothing. Turned car off, turned back on, same thing. Turned off for about 2 minutes, drove off fine, and after about 30 seconds, it started sort of like slipping clutch, and went back to low gear, and wouldn't shift up. Drove back home, (as the check engine light appears) and scanned OBD, and got the following errors:
P0700 Transmission Control System Malfunction
P0715 Input/Turbine Speed Sensor Circuit Malfunction

After clearing them, check engine light disappeared. Car is driving normally again, but then same problem repeats all over again, (except I only get the P0700 code, not the other one). It would drive for about 5 miles, before it wouldn't shift up. If I clear the codes, and tried to push the pedal hard, it would go into that limp mode right away, if not, then drives for about miles (but still making that whining noise).

What should I do now?

Stupid me, no, because on other forum somebody suggested to take off the belt, and to see if its any of the pulleys, so since the noise disappeared, I thought (that pulley noise) fixed on it's own. But since this car got me to the ground, now my next step is to make a dipstick, and check the oil.
