Horn Problems 1997 E300D

Horn Problems 1997 E300D
Horn not working, after much reading on forums it is usually one of three:
-Horn itself (tested mine on battery, works great)
-Horn Relay
-Horn Fuse
-Steering wheel contacts/spring
On the horn relay, forum talks about fuse 41, but mine doesn't have a fuse 41. I know on some W210 it is tucked close to the 38 pin connector, my 1997 E300D does not have it. I have checked all three other fuse boxes. My model has a few additional fuses under the cover that is in engine compartment on rear passenger side - one thread said on my model the horn fuse is there. All these fuses are good too. So I think it is probably not a fuse issue.
So....I think next thing to check is horn relay, but I cannot locate it. Any assistance here?
Once I isolate that, then I know it must be in steering wheel, but wanted to leave hardest job until the end.
