Radiator cooling fan running extremely slow

2002 E320 running hot, close to 90 degree when in slow traffic. Pull over, and check fan. It is running, but very slow. When I arrived home I disconnected fan plug and applied 12Volts to fan terminal. Fan ran at high speed for a period of time until 12v was removed. Fan appears to be Ok. Where is the control module located to regulate fan speed??? Any suggestion will be appreciated.......Note year of car...2002

I would guess you consider 90 degrees as hot, because your car likely runs at around 80 on the highway, but 90 is not hot in my opinion for an engine in stop and go traffic. That is about 194 degrees Fahrenheit, and well within the range engines are designed to see. The electric fan may just have a higher set point before high speed kicks in.

As nelbur said....90c is not hot. It is at the upper end of normal and very typical of stop and go traffic. If you are at 100c with the aircon on and the fan is not working at high speed, then you might have an issue.

Very helpful thread, probably good to bump it this time of year. I bought my '99 E320 over the winter, now that it's warming up I noticed the temp climbing while idling in traffic and that the cooling fan (mine has only the single fan) turning very slowly.
This thread nicely explains that both and stopped me from buying a fan! Thanks
