1999 E430 AC Blows cold, but only on high speed

I recently purchased a 1998 E430 and although the AC blows cold, it only blows on the max speed. If I push the (-) button and drop the speed one notch down from max the blower turns off. I read the threads on this common issue, and pulled the blower/regulator. I noticed that the car has the modern blower and regulator set-up, so it must have been converted in its lifetime. I installed a new (modern) regulator (bought from e-bay) and the problem persists. Note that if I unplug the regulator the fan simply does not blow at all. Any experience with this issue? Do I have a bad (new) regulator, or is it something else. Thanks!

Do the AC fault and actual value test(see stickies) and then post the data-----help will be on the way-----all else good entertainment

Cabin filters are clean. I pulled an OEM unit (blower and regulator) from a donor at a salvage yard. Works 100% now. Also pulled an electric motor for the driver seat headrest, since mine was not working. Again 100% repaired. All for less than $40. Now I have to tackle replacing a rear door power door lock actuator.
