My old tired 99 E320 4matic wont start

Usually I know the drill, bad key fob. Not this time wont crank. Battery brand new. Replaced neutral safety (fun) still no crank. Does ANYONE know where the starter relay resides and does anyone have a wiring diagram including a relay map ? IF you have any better ideas let me know as I am running out of options here. My daughter gets her Lic next month and I am giving it to her.

Help an old tech ....

Wait, those cars don't have separate neutral safety switch.
What have you replaced?
New battery doesn't mean a squat. What is car voltage on climatronic, or directly at the battery clamps?
Both keys don't turn?

Battery voltage is good (I am an old Instrument and electrical tech... then I went into management sigh). Neutral safety is incorporated into the electronic shift module. So I replaced that, taking the shifter and console apart was fun.. not really. New key fob, still no crank. Wondering if there is a relay chart for the starter relay location and a wiring diagram. Or someone could magically point me in the right direction it would be great.

That is not the answer I would expect from electrical technician.
Was it 13.1v on the battery or climatronic?
was it static voltage or with the car on?
What was the load voltage, what is the only way to test the battery?
Turn all the headlights, blower and rear defroster and then tell us the voltage

LOL I won't tell you about my electrical engineering degree.

Battery is brand new and load tested. That's the load tested voltage. I have a load testing device. Its not the battery so move on to some useful troubleshooting info. Like where is the location of the starting relay and a schematic. I don't have time to screw around, I have a plant to run and I am president of an airport. I need the information I posted that is all. You can continue to dwell on the battery at lower level. I need someone who actually knows about the electrical controls of this vehicle and is experienced.

So you are one of those who will rather brag about his education, instead of giving proper problem description.
We have Plutoe here for entertainment FYI.
Here is diagram that suppose to help you with your technical problem

Here is the diagram you need. The starter relay is part of the K40 relay module which is located near the passenger firewall under the cover. It is the first module with the fuses on.
