Cat replacement

I am attempting to replace my driver side cats. I have managed to get all bolts out except one of the flange bolts at the exaust manifold. The bolt seems to just be spinning. Do these have a nut on the other side? I didn't see a nut on the other one when I removed it. If so, what kind of wrench am I going to have to use to get the bolt, very tight area.

Well I managed to get the bolt off which appeared to be welded at one time to the exaust manifold. I replaced the driver's side cats. The plugged/driver's side was giving me all the misfire codes.
