Loose steering collar

Especially during hot weather, when the all of the plastic interior piece are soft due to heat. The steering collar where the turn signal and cruise control stalks connect gets very loose. When depressing the turn indicator stalk down, the entire collar will slip and rotate a few degress to the left. And the opposite will happen when lifting the turn indicator stalk. If I grab the plastic collar with both hands, I can rotate the entire assembly in both left/right directions.

Does anyone else's do this? If so, how do you tighten everything up?
